In Turks and Caicos, tourists may gamble with few limitatios, but local citizens must prove that they earm at least $75,000 annually before they are allowed to place a bet. What is your first reaction to this ? Provide arguments for and against this type of requirement a) from the T&C government perspective and b) from the T&C citizen perspective. Government is trying to protect people with less income in loosing in gamling which they should rather use in their daily needs. This is not needed on foreigners as government is not worried about foreigner's richness.
This type of requirement though might have right intention has a bias for people earning less which might be upsetting citizen of T & C.
Having such rules in U.S. can be done given rather than allowing to gamble should not be based on annual income but in terms of percentage of annual income which is allowed to be lost in gambling in a year by maintaining a registry for this.
