Yes, I would install a scrubber in order to solve the issues of the local keeping humanity and civic sense in my mind. It does not matter if it violates the law or not but if the locals are getting hampered due to this act of the company then this should be actioned immediately.
Even if it cost 1 Million, but this should be addressed keeping community welfare in mind.
