Once the idea of implementation was in place then the very next phase should be formulating a team which can do the planning and execution of this particular project. This team should comprises of sufficient folks which can work along, can understand the scope or requirement of the process, understand the current system inplace, co-ordination capability with potential team, selection and identifiaction criteria building for the vendors, selecting the vinal vendors and negotiate them with rates. After that design phase is very critical in such technology based projects where they have to map the existing system, how the rework can be done from the functional perspective and technical perspective. One area where the project lag behind was lunderstanding the technology part. There should be technically sound members which can deisgn the system flow and execute it and disucss with vendors about the support and service, maintenance activities. Risk management or contingency management should be in place and should work on the alternative solution part. The technology platform which is on progress should not affect the existing functionalities in airport.
