Answer 1) It's True. Reducing the CPI of all instructions will always improve performance of proccessor.
Performance of CPU is measured by inverse of the total measured program execution time, i.e.
Performance = 1 / Execution time
And execution time = number of instructions * average CPI for a program / CPU clock cycle
Hence, Performance = CPU clock cycle / (number of instructions * average CPI for a program)
So we conclude here using the formula of performance than, if value of CPI is less then peformance can improve. It's proved mathematically by looking into the peformance formula.
