How is the lottery an example of the utilitarian monster?

How can you set yourself up to argue in favor of or against the ethical existence of the lottery in terms of monetized utilitarianism?

Lotteries are about money and about fun—that is, even for the losers, there’s a benefit in the thrill of watching the numbers turn up. Could the case be made that, from a hedonistic utilitarian standpoint, the lottery is ethically recommendable because it serves the welfare not only of the winner but also of the millions of losers?

One of Lindsay Beyerstein’s concerns is that the lottery tends to redistribute money from the poor toward the rich. Does a utilitarian necessarily consider this redistribution unethical?

As a utility monster is defined as a hypothetical entity which is being used efficiently for consumers of resources and gains an enormous amount of revenue and pleasure and fun from an even small amount of a resource. Hence the lottery is defined/example as a utility monster.

With regards to the ethical existence of the lottery below are the details:

When referring to the utilitarian then the existence of a utility monster would be beneficial, as it would be given preference by the rationally-informed individual for enhancing the happiness from the way of being ignored. Also, it is examined that if a person stays unhappy for 1000 years, yet stays happy as a utility monster for a year then he/she has lived for 1001 years as an ordinary person.

Hence utility monster is attractive till the time one doesn't care about the injustice that pitches in from the replacement of lotteries with already known outputs.

Losers are also benefitted as these lotteries help the government to support the infrastructure, public safety, public health, and education.

Lotteries are being considered as regressive taxes.
