These innovations were a product of the theocratic society that was predominant in 1215 AD. Theocratic societies govern their states, countries and citizens with laws derived from interpretation of religious beliefs and or ideologies. The Fourth Lateran Council of 1215 found it relatively easy to pass these laws of marriage for several religious as well as non religious reasons as well. The religious regions were the preservation of religion of christianity and to prevent inter religious marriage , hence securing its sustenance over time. The non religious reasons for declaring marriage a sacrament was in order to secure inheritance and to prevent it being plundered by family members or other citizens who tried to hold legal claim to property despite of not being a direct descendant of the original owner.
The formation of new religious orders however wasn't really an innovation since many kingdoms historically have prohibited the formation of new religious orders. The reason why Some canons singled out Jews, Byzantines and Muslims was because the most recent, invasions, wars and skirmishes were fought against kingdoms with who practiced those religions.
