In this payroll project we need to check the resources who are available for the project. All the objectives should be clearly defined so that it can be easily built. Keeping the time constraints in mind the individual block should be divided for faster completion. Like developing the part by part and at last merging the whole.

Given the time constraints we can eliminate the cost for the project analysis in depth. This is because when a project needs to be closed in short span of time the budget is always allocated to such an extent that it can be used. What they want is that if the cost can be reduced but that doesn't mean if the budget is required they will give it.
