Government of India, in an attempt to alleviate child labor did some thing which eventually increased child labor.
Child labor has been rampant in India with children working as domestic helps and in the unorganized sector. According to the 1998 census data 12.6 million children, aged 4-15 were working in some form or the other. Many industries in India like diamond, fireworks, silk, carpet weaving ets. have been employing child as labours. This problem is rampant because the children, who hail from poor backgrounds, were put in their jobs by their parents so as to earn some extra money.
The governement of India, in a bid to root out child labour put a ban on it. The problem with the act was that there were no practical mechanisms in place which could enforce the mandate. This resulted in people paying even less income to child labourers (because all of a sudden it was illegal to do so) which in turn resulted in poor parents sending more of their kids into labor so as to make up for the lost income.
This is a classic case of law of unintended consequences. A smilar thing happened during the land redistribution program wherein poor people were allotted land for farming so that they can get some means of livelihood. This resulted in the poor families putting their children into the fields which again resulted in the rise of child labor incidences.
