1. User based control is a very limited thing and consumes a lot of space as every user gets added to the tool. Assigning varied roles depending upon their geographical position is very difficult. Every software doesn't provide this amount of flexibility, hence people with same roles may get access to data from different geographies.
2. Once you have read access to somebody and later on he/she wants to edit something, because he doesn't want to present the same data to his boss (rather wants to manipulate it) he would like to change his access type. Changing access frequently may make the tool vulnerable to project data related threats
