As we know that the sustainability of organizational operations greatly depends upon the ability of an organization to buy the materials and supplies efficiently thus the purchase process of goods and services can be an integral part of the organizational strategy of many firms. Purchase planning, specifications development, supplier selection, financing the service/goods, price negotiation and final payment are the various steps in the procurement process.
As per Headley and Griffith, during procurement, numbers of alternatives are provided to the organization which can include a single stage or multistage options. In the events where the project scope is quite clear and there is a well-defined service option, single stage procurements can be adopted. In this method, there are limited numbers of bidders and there is a clear identification of potential bidders.
There is the number of alternatives are present in case of the multi-stage option. The first option mainly incorporates the project scope which is not clear and a comprehensive discussion is required to decide on the service option. In this process, the potential bidders are identifiable and there is a huge number of bidders and thus for limiting this number some eligibility guidelines are to be made. The second stage mainly includes the options where the project scope is not so clear and a lengthy discussion is required for service decision. There will be a limited number of bidders but no information is present related to the potential bidders. In order to identify the bidders, interest expression is required.
The third multistage option mainly deals with the project scopes which are unclear, lengthy and comprehensive discussion is required for service selection and there is no information provided about the uncertainty on the level of interest to the project in case of limited interest or it is not profound in case of a large number of potential bidders. For submitting the proposals, the extensive groundwork will be required. For the determination of potential bidders, expression of interest is important and the number of bidders can be limited by having the eligibility criteria.
Potential Suppliers
Both the local and international suppliers can be seen as the potential suppliers which can have expertise in the IT services. The example of these can be university clubs which have passion and expertise in video editing, individual consultancies who are experts in the field, local studios which specialize in these services etc.
