Among various steps in WHSM I think the prominant one is implementation of the system. I will rely more on the implementation part for measuring and evaluating the system because it includes

-Proper standard training of the employees on the WHSM system in the organization.

-Managing all the exposures which can come out during implementation.

-Allocation of proper financial,operational and physical resources like manpower, adequate budgetary support etc.

-Clear cut definition and communication of responsibilities and accoutabilities

-Training of employees in relation to safe systems/ processes.
