In given problem, total bits allocated for Flags, Address, Control and CRC are 16 + 8 + 8 + 32 = 64 bits. So, total 64 bits allocated to these overhead bits. Now, call actual information bits say X. We need to calculate X in such a way that the Transmission effieciency is 95%.
Total bits send by the User = 64+X
Total actual information bits = X
So, formula: (X / (X + 64)) * 100 = 95
X/(X+64) = 95/100 --> X/(X+64) = 0.95
X = 0.95 (X + 64) --> X = 0.95X + 60.8
X-0.95X = 60.8 --> 0.05X = 60.8
X = 60.8/0.05 --> X = 1216
