In this case jon is guilty of Arson in the fourth because jon has intentionally done this crime. If not he would have seen the fire setting up in the rear view mirror of his car and should have tried to stop if it wasnt intention. As he did do the mistake of throwing cigrette in the dry grass and also didnt bother working out on it! He is guilty definitely.
