2) In my opinion, an alternative structure would not be that effective as that of the current prevailing structure. But some parameters and tweaks which if inculcated will definitely bring more efficiency and clarity in the organisational internal environment interaction. They are :-

Creating awareness in every department about the importance of every department and that no department is superior/inferior than other.
Department rotation for individuals after particular duration to increase integrity and orientation of individuals for the organisation.
