Can activity C and D be delayed without delaying the entire project?

Explanation / Answer

For any project, budget should be known and also site visit is must to execute the project. Hence first of all activity A and E should be done in first week. After that archiect to be hired and he will suggest the design and cost of the project. Hence Activity D and B has to be done in second week. Once the initial design is developed then Contactor should be hired to get final design and budget estimate. hence activity H and F can be done in 4th week. Once we get finanancial details it should be get approval and board of director approval for starting of any project.E and AB activity to be done in 5th week. After all this project can be started immediately and it can be completed with in 12 -15 weeks.

Activity C & D canot delayed becuase without this no project can be started as director approval is must for any fianancial liability and for any project archiect has to be hired who will make the design for the project. Hence we canot delay these two activities.

It can't be possible to begin athletic complex after one year becuase after one year, cost may change and also full project to be started in the same time to avoid any issues later on related to design.
