First you need the Boosters (B) attached to the Fuel Tank (F). Finally, you want the Orbiter (O) attached to the Boosters.

Final Goals = On(B,F), On(O,B)

Unfortunately, when you arrive on site, you find that they’ve already attached the Fuel Tank to the Orbiter (!) and have left the Boosters standing on the launch pad.
