In my opinion, it kind of depends, since Some references require that multigraphs possess no graph loops, while some others explicitly allow them, and yet others which don't state any explicit allowance or disallowance.

Theoritically speaking, an Actor 'A', and himself, have definitely acted together in a movie (All movies infact!), which means (multiple) self-loops are allowed in this scenario, thus hinting it to be a multigraph.

Also, say the representation, between 2 actors, denotes coming together in each movie with a seperate edge, then obviously, in cases where the 2 actors in question have come together more than once in a same movie, those many edges will ne there between the 2 actors(vertices), again hinting at a multigraph!

So inshort, it is possible given the cases like ones considered above are deemed valid in your context.
