Situation handling- Employee relation manager has to harmonies employee behavior by developing good work atmosphere & promote healthy relation among coworker. As employee takes it granted as they works together as team work as well like family member. This result in to development of different group having common interest & gather to form union. If employee relation manger do not takes precautionary measure then different groups develop in to form sub union.. This group can be very well identified by some kind of special factor. This group may be as per male group, female group, adult group, Sr team member, Assistant member,.

this kind of informal  group develop kind of integrity to there work place. To express some kind of unrest which occur due to work pressure or for entertain purpose just to mock people from another group. Group or member of group develop behavior to prove there superiority. This kind of behavior result in developing complaints.

Employee relations manager engage in development of such policy which protect the interest of employee. AS employee takes it grated as newspaper is there & for personal use . And news paper get use for some alternative purpose instate of reading.

In given situation regarding on line available newspaper is not qustionable.. But incase of hard copy some one utilize the hardcopy for recording some raw information.

Following steps are necessary

Step 1 - the news paper is hold life of 24 hr, later new paper replace earlier one. hence On more one circulation must keep reserve for personal use.

step 2 - Ask concern person to monitor activity & get it clear which employee is enjoying undue freedom by writing on news paper and violating office behavior .

Step 3- if no one found in that case ignore this issue.

Step 4- warn all employee thy must concentrate to respective job instead of spoiling news paper.

Step 5- Place or made alternate arrangement of blank paper to record near to news paper so that alternant provision of blank paper can easily available at require moments.

Follow above steps to rectify if issue is sensible for more than 10 minuit. If issue not get repetitively occur then neglect that issue.
