There is always an advantage of grouping together items and displaying them in a group rather than putting all the functions on the screen at once. The advantages are that the user can easily identify that which heading to choose for a functionality function. Also, the related functions to a specific operation are related and grouped together. This makes the UI and interface look much more free and spacious. It is user friendly and user can lookup a heading for a function.

What is the problem with using lots of menu headings?

The problem with lots of menu heading is the same as the problem with lots of functions on a page. We would not give a heading for a function. The intention of giving the heading is to group the items or functions together for user friendly and not looking clumsy at all.

What is the problem of using very few menu headings?

Very few menu headings are also a problem where we need to group function according to the behavior and category. So if the category is different we have to create a different menu heading for some groups of functions and cannot forcefully reduce the number of heading.

I think, it depends on the type of application, the types of functions and the way you're willing to group the functions into the menus. But for a better user experience I think grouping into 8 menus with functions in each one is going to be easier to use. This is because, if we group the functions into menus so that we can make the user interface and experience better and thus we can eliminate the user doubts that which user menu to click and also the doubts to select a function after choosing the user menu. It is going to look less clumsy and provide a good user experience in this way.
