a) As the device allocation policy is very conservative one, that is no job will be started unless all the required drives have been allocated to it for the entire duration of its run. At once 6 jobs can be in progress, becuase a perticula job can be run with minimum 2 devices, as it required 3rd device at very end of the run. So as we have 13 devices so we can have 6 jobs because 6*2 = 12.

b) Minimum 1 device can be in idle when we have 6 jobs in progress. Maximum can be 10, becuase we required maximum 3 devices for the job so remaining is 10.
