The formulation of evaluation criteria has long-lasting implications throughout the life cycle of a contract. The result should be picking the right seller for the contract. In fact, the development of evaluation criteria has often been debated to be one aspect of contract procurement that needs to be closely coordinated with both the contract administrator and project manager. What are your thoughts on the role that the contract manager should have in the development of evaluation criteria? What about the project manager? Who else should be involved in establishing and applying the evaluation criteria?

Contract administrator plays the important role in development of evaluation criteria. Development of evaluation criteria to evaluate the contract should determine whether the offeror has the capacities or capabilities to meet the requirements of the contract. The offeror should perform in good faith and evaluation criteria development should also check the offeror’s conformance to all materials with respect to the requirements including all form and substance. A contract administrator is involved in the process of evaluating whether the contract contains all the mandatory requirements and the parties involved in the contract fulfill their obligations. Hence as per my understanding the contract manager should know all the terms and conditions in a contract and hence can identify the potential risks and benefits of a contract during evaluation process better than anyone.
The project manager knows the project requirements and the goals of the project better than anyone. A contract must be selected in order to meet the specific goals set for the project and hence project manager also plays an important role while developing the evaluation criteria.
The development of evaluation criteria should also check the offeror’s financial conditions, quality of services, ethics and technical abilities. Hence I would suggest adding experts in these areas like financials experts and technical experts to be involved in the process to ensure a successful evaluation.
