Explanation / Answer

I would prefer writing an email to the dean because email is more convenient method for writing formal letters. I can keep the copy of the message and can refer when required. Through email I can request for a read receipt which helps me to make sure whether my mail is read by the dean. If I do not get a reply after a week I can follow up my mail by sending a gentle reminder.
