2. There are numerous agencies to deal with numerous disasters through out the world. They all need resources which are limited. What criteria do you think should be used to determine priorities in determining which disaster in which country should get what resources?

As mentioned there are issues in dealing with International Disasters and we shal discuss one by one. Coordination is the key point where actually disaster related information can be communicated with other countries and help can be asked. If the coordination is poor then it would be difficult to reach out to other countries for relief help.

Sverighnty of the State, means the authority or full control of the area. If you control the affected area then it is is easy to cope up with the disaster situation and provide the resources at earliest without any fault. Equality in relief distribution play a vital role, but in many situations it becomes biased sometimes due to either by political influence or by caste/ social categorization. If equality is not there then resources can not be reached to the needy and fail to meet its purpose.

Linking relief and development will be a key point. If you are providing relief then if you are not linking it with the development, it becomes ineffective after some point of time. Also if you have political influence in disaster then there are chances that you many no get relief, or get it a later or not in sufficient resources etc. Political influence is most powerful tool in dealling and getting support for International Disaster as it will bring in cooperation from other countries and meet the purpose.

For any disasters and allocation of resources, you must first evaluate the how it has impacted the areas and focus on basic neccessities first. The criteria for allocating the fund should be 1) Check the actual and agent-generated demands 2) Ability to carry out basic functions 3) Mobilization situation of affected people 4) Task force available to handle the situation 5) Availability of proper information and processing 6) Decision making authorities 7) Number of coordination points available 8) Number of Emergency Operations centers available
