Discussion Question 8-1. The practices associated with project success are documented in many books, discussed at conferences, and taught in many courses. If the elements of project success are known and the consequences of failure are so undesirable, why don't more government and commercial organizations use these success factors or practices to prevent project failures? (one or two paragraphs)

Answer: When discussing project success, it is safe to say that both public organizations and government-owned organizations are similar in the sense they all hope for investment projects to succeed. But why do some projects succeed and other fails? In an article I found, it explains that project success is “measured by product and project quality, timeliness, budget compliance, and degree of customer satisfaction (Rahschulte, 2017).” So for project managers to create successful projects, they must account for a variety of factors, which impact the project. Although there is much documentation on project success, one must also understand that no project is the same and so, success is often a "moving target."

As each projects complexity changes, new requirements and resources are required, as one cannot simply recycle a previous project's design to fit the new effort. The article discusses three main constraints that many project managers face: 1) Scope 2) Time 3) Cost. Project managers must account for each of these "triple constraints" but also acknowledge that adjust one of these constraints will have an equivalent opportunity cost to another. In order to find the correct balance will help determine project success.
