In the United States, unregulated commerce failed to provide for environmental protection and sustainable natural resource management. That is why environmental regulatory laws, such as the Clean Air Act and Clean Water Act, were adopted. If free trade has failed to ensure environmental protection at the national level, how will GATT’s free trade provisions provide environmental protection at the international level? Is an unregulated market the proper mechanism for saving the environment?

Answer-- Economic development and trade are basically dependent on the environment because resources need to produce the goods are obtained from the environment only. Unregulated commerce and mass production of goods and services cause a lot of harm to the environment as a result, a lot of environmental changes occur slowly and sometimes rapidly. To obtain economic growth and maintain the environment level country try to adopt the policy of Economic Sustainable development, in this regard they make laws and regulations to safeguard the environment as well as Economic Development.
General Agreement on Tariffs and Trade (GATT) was a legal agreement between many countries, whose overall purpose was to promote international trade by reducing or eliminating trade barriers such as tariffs or quotas. GATT’s Article XX mention a goal of protecting the environment in the preamble to the agreement. They can be classified in various ways but can be divided into broad categories including measures to protect and/or enhance the environment, cooperation on environmental matters including sector-specific provisions, and citizen participation in trade-related environmental activities. Provisions to protect or enhance the environment - It includes member parties to enforce their environmental laws and regulations, not to weaken their environmental regimes to attract investment, to improve their laws and their enforcement, maintain environmental standards, and promote corporate environmental stewardship. In addition, many recognize that each country has the right to develop and enforce their own laws and regulations.
Environmental cooperation -- It generally consists of two types, enhancing capabilities for dealing with environmental issues and projects to improve the environment. Cooperation for capacity building often consists of providing resources and technical assistance to improve the capability of the partner country or countries to monitor their environment, enforce their environmental laws, improve the laws and regulations and their enforcement, and develop facilities such as laboratories.
Citizen participation --- It involves two stages 1) participation in planning and carrying out environmental activities, and 2) citizen-initiated complaints that a government is not enforcing its environmental laws.
The Policies and laws help to regulate and reduce carbon emissions which in return has a control on global warming. It also gives the clear picture and solutions how and what to do to save the environment and to maintain the economic growth etc.
Unregulated Market is not a proper solution for saving the environment due to following reasons
1 No government Control
2 Lack of governmental laws on Environment Protection
3 No public awareness.
4 Unplanned production of goods and services which in returns has a huge impact of waste and hazardous materials which directly affects the environment.
