Help with time formula to count cells below a time (some pass midnight)

I have a spread sheet which has times

I need to count how many are below a set time but due to some going past midnight i cannot get a true answer

I have tried the COUNTIF but this fails to count correctly

this is what i have tried second line =COUNTIF(C23:G23,"<3:01 AM") result was 0

Any help with a formula please

example end number is what i need to count cells below 0:30

due to two being before midnight the result i got was 3 but I am looking for a result of 5 as all the times are before 0:30

putting two countif solves the problem

=COUNTIF(S21:W21,"<00:31")+COUNTIF(S21:W21,">18:00")

23:30 23:28 0:14 0:01 0:09 0:30
