I have a contracted average amount per day to consume, so I have a running average on a set of cells to keep track of what I have used. I would like to set up a cell to show me the amount I am above or below the contracted average. I was trying to deduct the actual contracted amount from the consumption and multiply by the COUNT of cells that meet a certain value (so that it is not counting the cells that have no #'s entered). This is a year long contract with the worksheet setup to keep track of water consumption.

.......It may be of worth to note that bringing criteria into any function producing an average increases the likelihood of a #DIV/0! error when there is nothing to average (sum ? count where count equals zero). A quick IFERROR() wrapper will eliminate the displayed error in favor of a zero or empty string that you provide.
