According to http://searchsoftwarequality.techtarget.com/answer/What-does-change-management-mean-in-software-development-and-QA, if you're asked to define your "change management" processes, the first thing to determine is the context.
Are you managing changes to documentation and code?
Are you making organizational changes that will affect many people?
Are you making changes to your IT infrastructure?
Regardless of what is being changed, effective management of the change is often a key to success.
Any thoughts? Please explain?

The link isn't working. However, from your description it seems to a question from some questionnaire and IMO you need to answer on the basis of the field the job is in.
If you are into writing code tell them how you will implement new processes or maintain the functionality of old ones.
If the job requires a managerial profile tell them how you will take care of the concerns of people affected if you make a change in the normal operation. Also tell them that you will take care that the change doesn't adversly affect the people concerned etc.
If it's a job regarding technical maintainance tell them in what ways you will ensure that the changes do not disrupt the normal operation and that everything will go smoothly as it should.
