Most blood enters the ventricle during ISOVOLUMETRIC RELAXATION. Isovolumetric relaxation means there is very little increase in ventricular volume but fall in intra ventricular pressure. During this phase 70% of ventricular filling occurs. Remaining filling occurs during atrial contraction. Both these occurs during ventricular diastole. But the question is 'most of the blood' (not 'all blood'). So the answer is isovolumetric relaxation (not ventricular diastole).
During ventricular systol and isovolumetric contraction blood ejected out of ventricle.
During atrial systol only small fraction of blood(25 to 30%) enters to ventricle.
