Explanation / Answer
As per law there are 2 categories for Seat belt laws:-
Primary Seat Belt law:- It allows officer on duty to ticket/ impose a penalty to driver/ passenger for not wering the seat belt while driving.
Secondary Seat Belt law:- Here officer may issue a ticket to driver/paasenger only if there is another citable traffic rule break.
There is huge number of people dying because of motorvehicle accidents & also severe injuries can also occur to passengers. As per a reasearch, duringmore than 50% of the mishappenings the people were not be to restrained at time of crash; since they were not wearing seat belts. Wearing a seat belt is most effective way to prevent any mishappening or injuries for driver as well as passenger.
Researchs have shown that post usage of seat belts saved hundreds of lifes. In 1981 only 11% used their seat belts whereas in 2010 an esmiated of 85% people started using the same. We always use the thing we paid for right? why not seat belts; we have paid for that too.
Certain data as mentioned below:-
1> Seat belts prevent person from coming out of the vehicle while collision & it keeps the driver/passenger intcat to one position.
2> Seat belts has reduced the deaths & injuries by 45% & 50% respectively as per research.
3> Usgae of seat belts have alreday saved thousands & we can save more. As per a data, 13000 lives were saved in 2009.
As discussed above; primary seat belt law, is more effective since it does not need any other law in support to be charged of; if you are not wearing seat bect you will be issued a ticket no matter if you were driving in your limts or you were not speaking on phone while driving...or you were not drunk...you would be definitely charge. That means it is compulsory 100% to wear a seat belt while driving.
Whereas with secondary seat belt law; if you are doing either of the situations mentioned above then along with no seat belts only then you would be ticketed for sealt belt otherwise if evrything else is being okay then seat belt rule does not apply. hence seconday laws subsides & has lesser effectiveness.
Also post these laws; there is considerable observed usage of seat belts; Incidence of deaths has decreased & injuries have also reduced.
