b-Conflicts with the consultant will be low or non-existent in the initial stage because everything will be gone according to the agreed plan and conditions. During execution of the project conflict may arise due to disagreement on certain matters. If the consultant will not implement the project according to the agreed plan, if there will be comproise in quality and lesser quality project will be delivered by the consultant. Coflict may be more when cost will overrun, we have seen that in most of the project cost overrun happens that is due to inability of the consultant. Payment will be cost+fee so the extra cost will be burden upon the owner not the consultant so ,in this spehere consultants do not use financial prudence. The incentive/punishment should be according to the completion of the project. If the consultant will deliver the project with in the strict time line by saving cost then incentive should be acttached with this else punishment interms of deducting fees.
