The more lipophilic a molecule is , the easier it can cross the plasma lipid bilayer of the cell, , because the plasma membrane is made up of PLLP (protein-lipid-lipid-protein) layers.
I think 80 % lipophilicity and the small size of molecule will enable it to cross the cell membrane and hence more likely, the receptor will be found inside the cell.
