I will suggest that first parents should ask him or find the exact reason why the child is not ready to go to college what is the main reason behind this.. Is he facing some personal issue should try to solve it.
If there is no such problems then they should find out the course whether he is intrsted or not.. If not then they should try to know what he what to do try to console him direct him for the course by giving the future prospects of the course..
Then should check their friends circle might be it due to the friend circle that he is not attending the course and all going for bunking and all..
