Consequentialists essentially believe that any and/or all actions are considered moral if the final outcome is one which is inherently believed to be moral.

Virginia Held (2008), theorised that terrorism can some what be morally justified if it is initiated to bring about respect for rights of persons whose rights are otherwise violated. Held, a consequentialist viewed terrorism as justified when it is the only way to maximise the respect for human rights and/or to minimise its violations. Terrorism in this respect is viewed as being pursued to bring about equal rights for all and not a few. She argued that justice should be equally distributed.
