The writer claims that the new enhanced security measures would be not be as successful as it is thought to be and in the case of the island of Jamaica, may even prove to be a factor that hinders the social and economic growth of the country due to the fact that the JCF does not have enough resources to allow for such a plan to be implemented for an extended period of time.

The predominant factor that is presented in the passage includes things such as the need for prevention and oversight to successfully implement a new law and order programme in Jamaica rather than an absolute policy which cannot be maintained in the long run, as evidenced by the other such policies.

Two types of evidence presented in the passage include the rising rate of crime amongst the age group of 15-30 as given by examples and how the lack of proper prevention and oversight programmes had affected this and also, even though the new policy is successfully reducing crime in Jamaica, there might now be enough resources to keep it implemented in the long run which is evidenced by the statistics and data of the previous such policies.
4. The evidence can be considered as credible but since it could also be considered as the point of view of a single person just taking it as is would not be a safer choice, even though the professor is a credible author and the research he conducted is objective as well as subjective.
