Although probation is the most common form of punishment in the United States, research suggests that convicted offenders frequently violate their probation conditions. Hawaii's Opportunity Probation with Enforcement (HOPE) program is responding to this trend through a joint effort among judges, probation supervisors, public defenders, and law enforcement to reform offenders and keep them out of prison. Probation is considered a more humane and economic approach to rehabilitating offenders. Judge Alm's procedures are simple to implement and they target probationers who are at high risk for violating probation rules. An evaluation of the program's effectiveness determined that compared to regular probationers, HOPE probationers are less likely to be arrested for a new crime, have their probation revoked, and to use drugs. They also spend fewer days in prison when violating the conditions of their probation. Conduct some independent research on Hawaii's Opportunity Probation with Enforcement (HOPE) program. To deal with the offenders and to decrease the crime rate and drug abuse, Hawaii has come up with Hawaii's Opportunity Probation with Enforcement (HOPE) program. The basic aim of this program is to put on probation the offenders that have been identified as likely to breach the conditions of their trial. This program is different from others such programs because it does not compel treatment on every offender.
Offenders who are under this program are beforehand told that violating the rules will not be beneficial to them. It will be detrimental for them and there are asked to adhere to the various rules of the program. Offenders at times, violate and take for granted the rules set for them. In such a scenario they are more strictly dealt with. If an offender is found violating the rules then they are sent to jail for a limited period of time. Repeated instances of violations have more serious consequences.
The program is beneficial at times, in case of those offenders who do not commit a major crime. Yet there are certain flaws that accompany this program. These are- it is difficult to deal with offenders and put them on probation who do not have a good track record. Drug abusers and addicts are not capable of easily letting go of their addiction. In such a scenario putting them on probation is of no use. The focus of HOPE may at times be flawed. The root cause of offending may be something else and putting someone on probation on something else may not be right.
The countries which have an effective, quick and easy way for dealing with crimes, in those countries suspected offenders may be put on probation but this may not work in other countries where criminal justice procedures are lengthy and time consuming.
