The number of fibres increases with increasing voltage until each nerve fibre got stimulation. This increases intensity of signals.

2a. Voltage increase perform more muscle fibres to stimulate, this causes more muscle fibres to get in contraction phase. That increases the force value from all activated muscle fibres. Force of muscle produces from contraction of sarcomere.

2b. Yes, this can consider as motor unit recruitment because more motor units will activate by increasing voltage but up to limit of all muscle fibres activation. Motor unit form by connection between a motor neuron and a muscle fibre.
