Question
nink like an Aaministrator You are the warden of a medium security prison. Because of turnover and prior year budget cuts, you do not have a full complement of correctional officers and many positions could be filled with additional funding. Prior year budget cuts also caused you to eliminate your educational program and much of your recreational activities for inmates, such as arts and crafts and physical fitness programs. You do have a full complement of medical staff and mental health staff. Your statistics show that violence between inmates and attacks on guards has increased with the budget reductions and cuts in staff and programming. However, you can't glean from your statistics if the rise in violence is due to the lack of planned activities or the reduction in correctional staff. You suspect that lack of structured activities and programming may be the root cause of any inmate unrest. You believe that boredom is a major stressor. A small budget increase for corrections has been announced, and you have to decide how to allocate the new funds. In the past, filling correctional officer positions has been the fairest order of business with budget increases. However, you have had contact with an accredited educational firm that will provide online courses for your inmates at a very low rate. An initial investment has to be made in a server for the prison and laptop computers to rent to the inmates for them to access the program. The initial investment for the program will take up almost 40 percent of the budget increase. You would like to add the online educational opportunities for inmates in spite of the initial cost involved. You decide to form a committee to consider your plan on allocating the budget increases 1. Who would you appoint to the committee? Why? 2. How would you structure the committee's agenda? 3. What issues/questions would you give the committee to consider? 4. You believe that the increase in violence is due primarily to lack of structured activity and inmate programs. What is the logic of the argument? Is there any research that would support this argument? 5. Would you frame the online education program as a major change or just a minor shift to one that keeps the system up with current technology? What are the advantages and disadvantages of framing the change as major or minor? 6. What obstacles will you face in implementing the online educational program in your prison? 7. Develop and then describe strategies to overcome resistance to change 8. Identify the internal and external constitutions that will have a stake in implementing the educational program. 9. Correctional officers are notoriously cynical. How would you sell the educational program to the officers? 10. By what metric will you know that the new educational program has been implemented as planned?Explanation / Answer
1. The committee would consist of the officials of the education firm which is going to provide the online courses program to the inmates and warden with other complements of the prison like medical and mental staff. It is because the warden and the other inner staff like medical and mental staff will give the information regarding the mental health of the prison inmates and the education firm will put forward the course outline/features and initial cost details so that the plan on budget allocation will be clearly explained.
3. I would suggest the committee to put forward the issues of inmates increasing violence because of free time available to them. The increasing violence is the result on boredom. Thus, attention to be given on how the prison inmates can be put on some productive work which give them behavioural guidance as well as education.
7. Earlier in the past when budget increased, filling correctional officers was found as the wisest option. Now, the problem is not indiscipline in the prison, problem is the lack of structured activities which is resulting into boredom and increasing violence. It is important to educate the prisoners and make them understand that by attending the online courses they will enjoy and learn something new. Budget obstacles can be overcome by putting stress on the outcome of the education courses on the prisoners and their mental stability. Education will give them motivation to do something good in life.
9. Correctional officers are notoriously cynical and they are only interested in their work and fine no other way correct. It is difficult to make them understand about the requirement of education program as they find that violence in the prison can be controlled only by disciplinary action. Officers should taught about the need of education in the prison so that prisoners will learn new every day and only by education moral values and discipline can be learned by them. Officers will automatically left with less work if the prisoners learn good habits.
