In the given scenario, this situation is really critical and there can be two different opinions about the overall solution and the ways to be adopted to come to the desired conclusion and have something fruitful in hand at last.
The case becomes more serious when we talking about a life of so many innocent and weaker section of the society which is being captured by the criminals and tortured for no reason, the life of people is in danger. at such times, we cannot think of other factors like what is wrong, what is right, money, power, force, what we need to save the life of people somehow by hook or by crook.
In this case, sacrificing the life of one individual maybe not a right decision because it is similar to killing an innocent person for no reason is also not the right way o deal with the situation. There could have been better soluions to this problem. there is very good army force which can be used as well as an intelligence bureau can be formed which take some logical decision.
There should be some solution for fighting with the culprits and finding an optimum solution instead of risking the life of an innocent person.
