In the context of the given question, I will answer this based on my experience.

There was a billion dollar construction of metro railway project in one of the Middle eastern countries. The stakeholders, was of course, the Government of that country, and other suppliers & vendors, project consultants, internal staff, project regulatory bodies etc.

One day, the client(Railway Department) decided to change the project manager of this project. Being the project sponsor, the project leads had to accept this decision from the project sponsor.

When the whole thing was discussed in a project review meeting, the project consultants, along with Functional Heads and Project Leads, decided to do a major organizational restructuring, with some of the skilled staff being hired from overseas. The contract was raised and severaal manpower consultants were engaged to help the project find suitable skilled staff under various occupations. As per the employment laws here, the employee must be sponsored by a local company. As a result, there was a joint venture of 5 major construction companies that were formed, and candidates were being hired and sponsored by one of these 5 companies to be able to work on this project. some of the exisiting staff was relocated to other projects or made redundant.

The new Project Director was hired and the entire project kept rolling. This is a major example of organizational transformation and how legal perspectives have been used to keep the interests of all its stakeholders safe. The client was very happy with this overall intiative and the proect got completed within the defined timeline and cost.
