RE: Sect. 1 Week 15 DQ 13: A bare minimum of care

Question: In a multi-tier system some form of health care or coverage is provide or subsidized but individuals are able to purchase additional coverage if they wish. Given such a system, how should those who administrate such a system go about determining in a principled way the minimum coverage individuals should have at the bottom tier of the system? Incorporate ideas from both of the readings for this week in your answer.

Daniels states

“If we add to this (fee for service) physician control over where they locate their practices and what specialties they enter we arrive at a unique pattern of physician autonomy and power, one that has blocked access to care for important subgroups in the population”

This is one of many premises that Daniels argues that the current system does not create fair justice that allows equal opportunities. I think that this thinking is flawed, inequalities or blocked access baised on money are an incentive into itself that drive a population in a direction. That direction is biased on society’s relative interest, money.

For example we should use age.

A 18 year old within society has a very different normative view of the world than a 55 year old. How I see it is that a 18 year old, who is sick, has very little recourse, less money, less knowledge. They have their whole lives ahead of them, and thus deserve a larger minimum coverage than individuals who are older, say 55. The 55 year old has spent that last 37 years gaining money, knowledge and damaging their body’s with oxidative stress that they choose. At this point they should be able to provide the means necessary to take care of themselves.

To create a system that will medically cover and allow fully functioning individuals to enter society up to a specific age. This would give everyone a chance to go out into the world to make money. Form there, if they want, they can purchase health.

Explanation / Answer

I am in not in agreement with the discussion in the paragraph. Proper health care is the right of every citizen and the government should be responsible for providing the basic health care. As it is observed in the paragraph that there are people of all classes in society. In my opinion, the type of procedure rather than the age should form the criteria. The procedures that have cosmetic value should not be covered at all and the basic minimum health intervention must be provided to people who are facing poverty. For such people, it becomes utmost important that the government should come up some programme and cover them with healthcare facilities. Entering straightaway to the emergency rooms is neither good for the pocket nor for the life.
