Explanation / Answer

Drug is one element that threatens all the individualistic societies because of their individual rights concept. Drugs is like contagious disease that spread quickly to others, especially in the high schools as the students are in their adolescent age not able to decide what's good for them. Peer pressure, adventure nature, fun life style etc. will all lead one to drug usage.
In my opinion, everyone should be tested for drug and the notion that sports people use it more may not be right for me because the occurrence may be very rare. But in the normal population, the chances more that many use. So, conducting drug test whether joining, during the course of study for everyone and on the suspects is really important inorder to prevent the users spreading this to others because influencing one negatively in this age is really easy. In sports, only the winners could be tested because testing everyone all the time might decrease the morale of the players. The reason for doing it on other is that they shouldn't take the winning rights of others. So, drug testing should be done on a regular basis to prevent it and control it.
