This is a two step prompt: First, using Chapter 3 of the American Government textbook, define dual, cooperative, and new federalism. Give a historical example of each of the three types of federalism. Second, watch the below video. What is Craig Bezine’s verdict regarding the state of federalism today and its future prospects? That is, why does he believe it will be difficult to move back to dual federalism? Do you agree with his assessment? Do you think the people would support returning back to dual federalism? Why? Explain your answer.

Explanation / Answer

Fedaralism in USA means the government at national level which represents the country as a whole in economic , commercial, trade, exports and imports and other social , security issues. Since begining and from the time of forming the government in USA this unique designs have been formed by segregating the works of federal governments, states and the local bodies. Now from time to time it has been changed as per the administrative needs accordingly for the benefits to the society. These dual fedaralism, cooperative fedaralism and new fedaralism are the examples of administrative actions taken by the government of USA to tackle the critical situations and the challanges.

Dual fedaralism is the design in which there were clear segregations of work between the fedaral government and the states governments. Responsibilities were divided and there were clauses that both the governments will not interfere in each others responsibilities. It would be better to say that they acted as national and subnational governments. this system was introduced in late 1870,s.

Cooperative fedaral government came into existence at 1930,s when economy faced strong challenges in terms of business , joblessness, crashes in the stock markets and other related issues. On that time Fedaral government worked as mother agencies to the states bodies by helping them on various actions taken by the governments including funding, some cooperative moves jointly by both the governments etc like free foods for unemployed programme where states bodies arranged the foods and fedaral government funded them.

At present the system which is running is called the new fedaralism . This system is much more critical to understand but has various benefits to tackle the tricky situations like economic slowdown etc. In this design some responsibilities of both the governments are different and totally separate and some responsibilities are joint that both the government performs together. It could be said that this design of new fedaralism is mixture of the two prior designs which is designed after several experiences through which the country have passed these years.

According to Crag Bezine, returning to tje old traditional system is not possible because several contracts have been signed like APRA etc based on which this unique system has sustained. Otherwise the old dual federal system will also not be able to handle the tricky situations which arises from time to time. Benefits of this system is much more than the earlier one but it could be said that by working in this way its tough to maintain the separate identity in future .
