In class, we did an exercise called “Thinking Through a HARP (Harassment Abuse Reporting Policy),” in which three main positions emerged: a. “fight fire with fire” (i.e., because HARPs don’t work, use another strategy in the taxonomy to deter harassers); b. “fight fire with water” (stop bad practices from spreading by creating community norms and have users police conduct on platforms); c. “shouting fire in a crowded theater intentionally harms, so protect users by doing something about this speech” (enforce limits on freedom of expression with content filters, flagging posts, moderating content and anything else to scrub such speech). Which approach do you view as most effective for designing digital inclusion and why, in the context of which strategy? Be sure to explain consequences for the stakeholders? Take up at least three examples. This response may take up any of the following issues: harassment, freedom of speech (and its potential limits), algorithmic bias, privacy, and/or security

Explanation / Answer

The success of designing of digital inclusion is to ensure that everyone is able to access it successfully without having any issues & experiencing wide variety of benefits it offers. Inequality of access still a big issue that reduces the boundaries of creating a digital society. The benefits & beneficiaries of a digital society not only includes the individuals but also the stakeholders. A strong political will along with the co-operation of all stakeholders is essential for creating a digitally inclusive society. Digital inclusion reduces social isolation & loneliness. Approach should be made to include technological capabilities which offers support for improving the quality life of older & disabled people, remote assessment to curb harassment issues, security enhancement through remote alert systems, diagnosis & treatment delivery & many more. Without engaging stakeholders the aim of effective designing of digital inclusion cannot be achieved at all. Stakeholder analysis is more important because of interconnected nature of digital platform & building a digital community & inclusion of technology to improve the lives, to support families, to generate awareness using digital media is not a task that can be undertaken by one organization. Working with a large group of stakeholders often proves beneficial to create multiple oppurtunities to participate during the process.
