1.) To whom does the engineer owe ultimate responsibility?
(A) the engineer’s firm (B) other registrants (C) the client (D) the public?

Answer is D public because simply engineer outcome is for people usage weather in any field. Therefore any wrong in responsibility public will suffer.

2.) A civil engineer is contracted to design a parking structure that includes the design of a large power transformer. Which of the following actions should the engineer take?
(A) The engineer should refuse the project. (B) The engineer may design the structure but must contract out the design of the power transformer to an electrical engineer. (C) The engineer may design the parking structure but must ask the client to find an electrical engineer to design the power transformer. (D) The engineer may design both the structure and the transformer.

The answer is a C.because Civil engineer is responsible for the land design only in terms of allocation and sizing. For transformation design client would need an electrical engineer.

The answer is D because he is not specialized in same.

The answer is B, because, the contract is an agreement between two parties that creates an obligation to perform (or not perform) a particular duty. A legally enforceable contract requires: An Offer & an Acceptance
