Democracy type in the U.S is an indirect democracy. In the indirect democracy public select their representatives to make law for them. Most of the large countries like U.S, India, Britain etc. have this type of political system.
It is the duty of the ruling government to inform the public that they are going to pass any major legislative proposal because it is related to the public.

In case if government pass any legislative proposal without informing the public about it.
It is the responsibility of the citizens to condemn the action of government and ask the government to clarify the proposal whether it is in favor of public welfare or not.
Media is the Fourth pillar of democracy. Hence, media must take this issue seriously because these type of practices makes democracy weaker because democracy is Government of people, for the people, by the people.
But in indirect democracy government may pass legislative proposals without forewarning but is not very good for democracy and should be condemned.
