Plans to Sell Health Insurance Across State Lines Margot Sanger-Katz @sangerkatz AUG. 31,2015 At the ox News Republican debate last month, Donald Trump offered a way to lower healih care cosls: allow insurers lo sell thei olicies across slale lines. "What I'd like to see is a rivate svstem without the artificial lines around every state, e said. "I have a big company with thousands and thousands of employees. And if I'm negotiating in New York or in New Jersey or in California, I have like one bidder. Nobody can bid." Erasing those lines, he said, would result in "great plans.” The idea of developing a more national market for health insurance has become a major part of Republican health reform orthodoxy. A bill to allow interstate insurancc sales was introduced in Congress in 2005, and, since then, has been a part of the platform of every Republican presidential nominee. Explanation / Answer

Obamacare was thought to be playing a significant role in reducing the cost, but in reality, it did not. In order to effectively reduce the health care costs, there has been an effort to sell more number of health insurance, where the main idea is that the if a person is buying his own health insurance, that insurance has to be sold by an insurer who is present in one’s state. This is a simple idea. But, when a person would come Down To the details, the idea turns out to be fairly complicated. This is more complicated since health insurance that is being sold in the different states have different rates and regulations. Insurers have to be allowed to sell insurance in any one state that they chose and as a result of this, there would be an increase competition amongst the insurers.

This is okay for the states that have proper regulations, but for states that do not have proper regulations, when insurers are allowed to tailor their plans, it would result in coverage that is lower and even premiums would be low, especially for treatments like fertility treatments. This has been tried to be corrected by bringing uniform regulations across different states though, premiums don’t seem to be declining.

Though, the idea is good and aims to reducing the costs of health care facilities, there have to be many number of reforms in order to establish a cost and competition balance. Reforms will be required so that individual insurance markets will en more responsive towards the taxpayers and the consumers.
