(a) Why is the number of nurses per 100,000 people a better measure of the availability of health care than a simple count of the number of nurses in a state?
In contrast to what the question implies, a simple count of nurses per state is best.States with large populations would naturally have more nurses, so the above measure is relative, enabling comparison between states with different populations. A typical nurse will see 100,000 patients in a month.States with small populations might have a biased appearance of more available health care if we simply measured the number of nurses in each state.A better measure would be the number of nurses relative to the size of the state in square miles.
