here std error of mean =std deviation/(n)1/2 =1.31/(61)1/2 =0.1677

therfore  probability of a sample mean being less than 19.8 =P(X<19.8)=P(Z<(19.8-20)/0.1677)=P(Z<-1.1924)

=0.1166

as above is higher then 0.05 level;

therefore The sample mean would not  be considered unusual because it has a probability that is  greater  than 0.05.
