We know from the properties of standard normal distributions that approximately 99% of the data are within 3 standard deviations of the mean.
So, in the current class, about 99% of the students score between 65-3*12 and 65+3*12,i.e., between 29 and 101.
In the past years, about 99% of the students score between 63-3*15 and 63+3*15,i.e., between 18 and 108.
So Dr Timpe is reasonable to make his assumption.
